Name of Project: GFA/FIFA FORWARD PROJECTS IN GHANA FOR GRASSROOT AND YOUTH FOOTBALL DEVELOPMENT

Contract Title: PROCUREMENT OF VEHICLES

  1. INTRODUCTION

 The Ghana Football Association (GFA) is the umbrella organisation for all football Clubs and other interest groups in Ghana. The GFA is responsible for overseeing, promoting and developing Ghana football at all levels, from grassroots through to the professional game.

  1. The Federation of International Football Association (FIFA) has allocated funds to the GFA through its forward programme to purchase vehicles for grassroots and youth football development in Ghana.
  2. Consequently, the GFA hereby invites interested, eligible, reputable and competent contractors/bidders to bid for the execution of the project below:

Tendering will be conducted through the Open procedure, which means that any interested party can submit a tender.

  1. SCOPE OF WORKS:

 The scope of the works entails the purchase of brand-new vehicles, namely twelve (12) 4x4 Double Cabin Pick up vehicles and four (4) saloon vehicles to aid in grassroots and youth football development.

  1. ELIGIBILITY REQUIREMENTS

Interested and competent companies wishing to carry out this project are required to submit the following documents which will be subjected to verification by the GFA:

  1. Certificate of incorporation of Company;
  2. Evidence of company’s income tax certification for the last three years;
  3. Evidence of filing of annual returns for the last 3 years;
  4. Evidence of Social Security and National Insurance Trust (SSNIT) compliance certificate;
  5. Sworn affidavit disclosing that no partner/director has been convicted in any country for criminal offences related to any fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter
  6. That the company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or bankruptcy.
  7. Company’s audited accounts for the last three years;
  8. Evidence of financial capabilities to execute the project by submission of reference letter from a reputable commercial bank in Ghana including willingness to provide credit facilities for the execution of the project when needed.
  9. Company’s profile with the Curriculum Vitae (CV) of key staff who will be involved in the project;
  10. Verifiable documentary evidence of similar jobs (preferably with FIFA or CAF Member Associations) executed in the last seven years including letters of award, valuation certificates, job completion certificates and photographs of projects etc;
  11. All documents for submission must be transmitted with a covering/forwarding letter on the Company’s letterhead bearing amongst others, the Company’s registration number, contact address, telephone numbers, and e-mail address of the company, and duly signed by the authorized officer of the Company.
  1. COLLECTION OF TENDER DOCUMENTS

 Prospective bidders are to collect hard copies of ‘The bid document’ at the Finance Department, GFA Head Office, No. 7 Osu Link, South East Ridge, Accra, Ghana. between the hours of 10:00am and 4:00pm, Monday to Friday showing evidence of payment of a non-refundable Tender fee of one thousand Ghana cedis [GHC 1,000.00], paid into the account of GFA (First Atlantic Bank, Account Number: 0011871101014, Branch: Accra) or GFA Mobile Money account (0557927057).

  1. SUBMISSION OF TENDER DOCUMENTS

Prospective bidders are to submit their technical and financial bids. The technical bid should be packaged separately in sealed envelope and clearly marked as “technical bid”. The two sealed envelopes are to be put together in a bigger sealed envelope addressed to GFA and clearly marked with the name of the project. Furthermore, each sealed envelope should bear the name and address of the bidder. All bids are to be dropped in the designated box at the office of the GFA Head Office on or before 12:00 noon on Monday, June 17, 2024.

  1. OPENING OF BIDS

Only technical bids will be opened immediately after the deadline for submission at 12noon on Monday, June 17, 2024 at the conference room of the GFA in the presence of bidders or their representatives, while the financial bids will be kept unopened.

Please ensure that you sign bid submission register in the office of the General Secretary. GFA will not be held liable for misplaced or wrongfully submitted bids.

  1. BIDDERS ARE TO PLEASE NOTE THE FOLLOWING:
  1. Copy of tender fee receipt should be included in the submission.
  2. Only bidders that comply with regulatory requirements will be considered.
  3. Bids submitted after the deadline will be returned unopened.
  4. The GFA board reserves the right to verify the authenticity of claims made by any bidder.
  5. Only pre-qualified bidders will be contacted at a later date for financial bid openings.
  6. Any prospective bidder who has no verifiable evidence of its capacity to deliver need not bid.
