Fans' anti-discrimination network, Fare, says it will submit a report to FIFA on Monday about the neo-Nazi sympathizer who invaded the pitch during the Germany-Ghana match.

Saturday's incident saw a shirtless fan interrupted play and had to be assisted off the pitch by Ghana's Sulley Muntari after he ran on during the World Cup Group G match at the Arena Castelao in Fortaleza.

Slogans written on his chest and back included "HH", signifying Heil Hitler, and "SS," referring to the Nazi paramilitary unit.

Fare executive director Piara Powar says "there would be no other explanation for it."

Powar says Fare's report will also refer to fans wearing blackface makeup at the match in Fortaleza with no intervention by stadium security.

FIFA says both incidents "are currently being analyzed" by its disciplinary committee.
