Uefa will await reports before deciding whether to take action against Chelsea midfielder Michael Essien.
Essien escaped punishment for his challenge on Liverpool's Dietmar Hamann in the Champions League goalless draw.
Reports from the referee and match delegate will determine if the Ghana international is to face action.
A Uefa spokesman said: "The fact the referee didn't show a card doesn't mean that we can say it was an incident for a red or yellow card."
Referee Herbert Frandel could himself face punishment from Uefa for his failure to punish Essien's challenge.
The Uefa spokesman added: "There will be an evaluation of the referee as always by the match observer."
Essien's wild tackle provided a flashpoint in an otherwise stale encounter at Stamford Bridge.
Hamann claimed he feared Essien had broken his leg and the incident sparked a touchline row between Liverpool boss Rafael Benitez and Chelsea manager Jose Mourinho.
Mourinho accused the Liverpool bench of "crying" throughout the game.
Essien was involved in a similar incident earlier this season when he was booked for a challenge on Bolton defender Tal Ben Haim.
Referee Rob Styles wanted to convert the yellow card into red after reviewing footage but Fifa stepped in to prevent him doing so.
