DECISIONS OF MEETING OF THE EXECUTIVE COMMITTEE
The GFA operates like any established democratic institution.
It has three organs namely; the Congress which has legislative powers, the Executive Committee, which exercises executive powers and the Disciplinary, Appeals and Dispute resolution committees which are the judicial organs.
By far, the Executive Committee is the most visible organ as it takes all the executive decisions and represents the face of the Association.
When the going gets tough, Kwesi Nyantakyi and his Executive Committee are taken to the cleaners.
The President chairs the Executive Committee and also acts as legal representative of the Association.
As per the statutes of the Association, the Executive Committee meets at least 6 times in a year.
The last meeting of the Executive Committee for the year of our lord 2006 was held on Thursday, 30th November 2006.
The agenda for the meeting as already advertised was to transact the following businesses:
i) Restructuring of the Secretariat ii) Review of committees of the FA iii) Regulations of the FA iv) World Cup prize money v) National Teams vi) Reports from the regional branches vii) Any Other Business
The 6-hour meeting was called to order after the President had satisfied himself that members present formed a quorum. Of the 22 members, 18 attended the meeting.
Those who could not attend the meeting were Messrs Randy Abbey and C.K. Yeboah who had then travelled outside the country on official business.
The other 2 who were absent were Messrs Yakubu Braimah and Kudjo Fianoo.
The meeting deliberated on issues penciled down on the agenda, and took far-reaching decisions that are supposed to impact positively on the fortunes of the game in Ghana.
The Executive Committee reviewed the report of the Human Resource Consultant on restructuring of the Secretariat.
Four new divisions have now been created under the General Secretary.
These are Administration, Operations, Finance and Technical Directorate.
Each division will be headed by a director.
The Executive Committee reviewed the current regulations of the GFA and the circumstances surrounding the case of Otu Quaye vs GFA.
It was realized that in spite of the recent review of the regulations, there still appeared to be some errors in the regulations.
Accordingly, a 3-man committee comprising Messrs Crentsil, Denkabe and Nsiah was constituted to review the regulations for the consideration of Congress early next year.
Following the decision of the last congress to set up a second Disciplinary Committee, the said committee has been constituted with membership as follows: Tanko Amadu (chairman), Farouk Seidu (vice-chairman), Joyce Opoku Boateng, J. A. Mensah and a fifth nominee to be added soon.
The Appeals Committee was also reconstituted with Mr. Jude Adu Amankwah replacing Mr. Tanko Amadu as vice chairman.
Mr. Awuakye was appointed to replace Mr. La Danso who has been unwell as a member of the Player Status Committee.
The appointments of Mr. Kwame Ntow Fiako and Nana Ntiri Dankyi were ratified as Chairman and Vice Chairman respectively of the Division One League Board.
Alhaji Franko Lamptey was appointed as a member of the Division League Board.
New Committees were constituted to meet the increasing need for the services of the Committee.
They are the Protocol Committee and Procurements Committee.
The Protocols Committee is chaired by Mr. Awuah Nyamekye. The other members are Alhaji Hearts, Charles Aryeh, Tony Obeng, and Alex Asante (Member/Secretary).
The Procurements Committee is chaired by Fred Crentsil. The other members are Awuah Nyamekye, Ismail Amin (Member/Secretary).
The Executive Committee reviewed the recent performances of the Black Starlets and Black Queens who have qualified for their third World Cup.
The Committee congratulated the Technical and Management teams and the playing body of the Queens for the record third qualification of the team to the World Cup.
The Committee also charged the coaches and management team of the Black Starlets to work hard and ensure that the 1-3 goal deficit suffered in Cote d’Ivoire is reversed on Sunday, 10th December 2006.
The defeat of the Starlets was considered as a crisis situation.
The Head Coach of the Black Stars, Claude Le Roy was requested to provide additional technical support to the team.
This is to complement the efforts of the technical team who will steer affairs during the match without the Coach who was shown the red card in Abidjan.
The report of the regional branches of the Association was considered.
The Committee discussed the programmes and finances of the RFAs and decided to support the empowerment of the branches through the supply of logistics to make them more efficient.
The World Cup prize money was discussed.
The Committee noted that during the World Cup, the FA borrowed money to meet the demands of our players for a share of the anticipated prize money.
The money therefore had to be repaid.
In consultation with the relevant stakeholders, the share of the FA will be applied towards national team activity, improvement of facilities at Prampram, the league clubs, referees, coaches, youth football, women's football, retired national players, universities, and the other stakeholders.
Other decisions taken were:
A 3-man committee under the chairmanship of Mr. Fred Crentsil was also constituted to draw up rules and regulations for the governance of soccer academies in Ghana.
A 3-man committee under the chairmanship of Mr. Fred Pappoe was constituted to draw up a set of criteria for the selection of players to our national teams.
The Executive Committee noted that the draft accounts for the Association for the new financial year ending June 2006 would be ready for discussion at the next meeting.
The said accounts cover financial activity during the 2006 World Cup in Germany.
